Umm, that's not a bug! It's zeroconf (for apple Rendezvous). It should not be shut off in that manner. If you want to shut it off you should add NOZEROCONF to either /etc/sysconfig/network or /etc/sysconfig/ifcfg-<if>... I can't remember which :-) rc.local is really meant for things where the developers of the dist/OS you are using haven't thought about what they are doing.
