Shawn,

Start from /usr/sbin/apachectl, which is what you want to use.

$ rpm -qf /usr/sbin/apachectl
httpd-2.0.40-21.3

Then
$ rpm -ql httpd
will list the contents of the rpm, including /etc/rc.d/init.d/httpd.
