Craig,

I guess I'm at a loss as to why you are unable to create your sendmail.cf
file. Especially if sendmail-cf is current.

FWIW:

[root@voyager mail]# rpm -q sendmail
sendmail-8.12.8-5.90
[root@voyager mail]# rpm -q sendmail-cf
sendmail-cf-8.12.8-5.90

[root@voyager mail]# grep relays.ordb sendmail.mc
FEATURE(`dnsbl', `relays.ordb.org', `"Email blocked using ORDB.org - see
http://ORDB.org/lookup/?host="$&{client_addr}')dnl

[root@voyager mail]# m4 sendmail.mc >sendmail.cf.test
[root@voyager mail]#
