So what I'm trying to find out is whether the Apache/PHP packages as

anything about this?

You've basically answered your own question. If Red Hat releases them
with their official 8.0 distribution, what makes this company deem them
as "experimental"?

Note that I'm not validating the quality of said versions, I'm simply
curious as to how this company comes to grade them as such.

But the PHP group strongly recommends that you do NOT use any version of PHP with Apache2 in a production enviroment. They recommend that you stick with the 1.3.x versions of Apache.
