If they want to use it from across an untrusted network, I'd suggest
writing a web app and securing the link with SSL and HTTP Basic
Authentication.

If network security is not a consideration, then you could setup
PostgreSQL with ODBC and let them access using MS-Access as the front
end. If you do this, you'll need to make sure every table has a primary
key or you may not be able to update it via ODBC.

If you just need simple forms and table editing, you could use OpenOffice.
You can setup data sources with OOo that point to any of several database
backends, including ODBC, DBF files, delimited text files, etc.
