You need to boot into single mode. Here is the instruction:
http://www.redhat.com/docs/manuals/linux/RHL-9-Manual/custom-guide/s1-rescuemode-booting-single.html

Once you get a prompt, type "passwd" (without the quote of course) and that 
will change your root password.
