Please help with some simple question, to clarify my confusion

I am trying to upgrade my gcc compiler but I have a problem locating the 
previous versions rpm.  Sometime during the past two years I installed my c++ 
library, but I cannot remember how I did it.  I know that I'm currently 
running version Reading specs from: 
	 /usr/lib/gcc-lib/i386-redhat-linux/3.2.2/specs. 
 
I found a newer version  on  
ftp://ftp.thewrittenword.com/packages/by-name/gcc-3.3.2/i686-redhat-linux9/gcc-3.3.2.rpm4.tar.Z 
 
but I cannot understand why this rpm4 what is tar.Z and ultimately can I use 
this rpm to upgrade my current version given that I seem not to have the 
current version's rpm? 
 
One final question while I'm at this, what's the difference between glibc and 
gcc libraries?
