SJIS-encoded filename support?

Hello all --

One issue I run into is problems with Japanese filenames encoded in
SJIS, the Win32 standard.  When I download them from my email to my RH9
machine, the filenames turn into rubbish.  Worse yet, though I can see
the file in both the GUI (KDE and Nautilus) and the terminal (via ls),
any attempt at accessing it results in an error that the file doesn't
exist.  And in order to delete the file, I need to rm -rf the whole
directory as root.  There's one such file in my home directory itself
that I probably won't be able to get rid of until I next redo my hard
drive.  

I've noticed that Mandrake, for instance, has no trouble with
SJIS-encoded filenames.  I've also noticed that XFree86 comes with SJIS
support by default, and that RH *used* to support SJIS up until 7.1 or
so.  

So my question is, how do I add SJIS support back into my RH9 with the
minimum of disruption?  I only have my one box at home, so moving my
work over to another while I futz with the X on this one is not an
option.  Plus I'm relatively new to linux admin (~2 years of
not-very-intensive use), so details (or at least references to the
needed docs) would be much appreciated.
