Why RedHat 9 provides Mysql 3.2x instead of 4?

In redhat 9 the mysql package is the version 3.2x, and I've seen in
www.mysql.com that version 4 of mysql is used long time ago. Why redhat
distribution don't include version 4 of mysql instead of 3.2x ? ¿ Is better
mysql 4 than mysql 3.2x?
