That would be a hardware problem. Are there other drives on the main ide bus? If they are being detected, try removing whatever is on the promise and moving the detected drive onto the promise card and see if it is still there, even a cd drive would do, but you should see it detected on screen at boot, right after your main bios info is displayed.
