A simple question please

Hi all, 
 
I have a simple question.  What should be installed under /usr/local and why?   
I've been downloading and installing some libraries that I use for 
development.  I installed some things under /usr/ and some other things under 
/usr/local.  But now I'm finding that I cannot easily get a list of libraries 
and their versions that I've installed.   
 
I know that if I want to continue to use Linux for development it's essential 
for me to maintain my libraries with ease.  So I can start shuffling things 
around except I don't what is the convetion.  The libraries are things like 
struts, log4j and a few other Java related libraries.   I want to install 
them in one place and use them either as root or regular user.
 
I would appreciate your input.
