No matter what approach you use, you'll need to buy a subscription for
your non-Internet systems.  Once you've got the subscription, you can
legally copy the binary rpms from your Internet-accessible to the
internal systems.  Whether you copy them via ftp or set up a proxy
service doesn't matter, as long as you purchase that subscription.

7.3 to Fedora is a very big jump and I'm not sure if it's supported or
not.  I personally would recommend a fresh install.  

I expect that you'll see CDs for sale at cheapbytes and similar places.
