Short answer : LDAP/NIS/NFS

Long answer :

Your question seems to be "How do I replace NT with Linux", which is an
entirely different question than most people seem to be answering (i.e. 
they're answering "How do I integrate NT and Linux").

You want to look into a standard distribution, for ease of maintenance,
home directories on NFS for consolidated backups, NIS/LDAP for centralized
user account information, and OpenOffice/Crossover for "productivity" stuff.
Use bind for DNS, squid for www proxy/cache, sendmail for MTA, and Evolution 
for the end user email application (it looks/functions much like Outlook).
There are lots of good browsers - I like phoenix.

It'll be slightly different, but you should be able to clone the machines,
and then roll out a new "template" user account in 5 or 10 minutes, once 
you figure out what the skeleton should look like. A default RH8 (I have
had bad experiences with RH9 and would not reccomend it) installation would
suit most desktop users just fine.
