Correct. Red Hat makes SRPMS available, but not binary RPMS nor ISOs.

Confirmed.  When we bought our RHEL subscriptions at work, I got access
to the instant ISOs through RHN.

I installed and registered RH Pro Workstation last night and I see the
RHEL 3 WS instant ISOs available for download on my RHN account.
