Donald, I've had exactly the same problems with my installation of Apache on Red Hat. I even did a search for httpd.conf and only found one instance. I finally found another instance lurking in /etc/httpd/conf and that appears to have been the file that was affecting my installation. I hope that helps. Sláinte, Richard S.
