I don't know if this will help, but I always point the vhost root dir to 
public_html directory in the user's directory. That way the perms are there. 
In other words, say I'm hosting for a company called foo.com. I create a 
master user like foo. A /home/foo directory gets created and I create 
a /home/foo/public_html directory with proper perms. Now my client can use 
his foo account to dump in his website. I tell Apache that www.foo.com is 
served at /home/foo/public_html. This may not be very elaborate, but it works 
and satisfies permissions problems, generally.
