Maybe this information tidbit can help you:

#       As of this writing (5/22/2003) this version of the software is not
#       yet available.  For everything but the ipssend command, you can
#       grab the ISO image here:

#       For the time being, you will need to grab a "correct" version of
#       the ipssend command here:
#               http://linux-ha.org/download/ipssend.gz
