RAID 1 always need to reconstruct

Running

Redhat 7.1
Linux 2.4.18
lilo 22.2
e2fsprogs 2.7
mdadm 0.7.2

I created a bootable RAID 1 setup and everything works fine.

Except, every time I power down the system and bring it back
up the system reports that the RAID array is unclean and
spends and hour doing a reconstruct.

When I issue the command 'poweroff' or 'shutdown -f -h now',
I do see some messages about 'Invalidate buffer' or something
like like, it flies by just as the power goes off.

There might be something meaningful in those last few message but
I can't say.
