[ANNOUNCE] PulseAudio 13.99.2

Hey everyone,
It's been a long wait, but I've finally pushed out the PulseAudio 13.99.2 (aka 14.0 RC2) release tarballs.

The plan is to merge some minor pending stuff and roll out 14.0 soon. There are some more fixes for newer ALSA SoF-based devices using using UCM, but those might take a bit longer and will ship in 14.1.

Full release notes are work-in-progress, but this one has a new availability group mechanism to help UIs identify ports associated with the same jacks, a bunch of UCM-related changes, plus fixes for RAOP, the GStreamer RTP backend, Creative Audigy cards.

Distributions shipping GNOME should consider the "stream-restore-clear-old-devices" option in autotools/meson (see https://gitlab.freedesktop.org/pulseaudio/pulseaudio/-/merge_requests/298).

Please package, test and help us get a stable 14.0 out the door soon!
