Combine that with default in /etc/pulse/daemon.conf : 
exit-idle-time = 20

and it takes up to that long for it to exit.  In fedora, to mitigate this 
risk, we've dropped that from 20 to 4 , but that still leaves a small window

I'd welcome anything better.
