Why does module-suspend-on-idle.c think this source is idle?

module-rtp-send explicitly tells the source that it should ignore the
rtp stream when figuring out whether the source is idle. This is to
avoid wasting bandwidth when nothing is playing to the monitored sink.
Setting "inhibit_auto_suspend=never" will change that behaviour.
