Maybe the right question is, why are you restarting the PA daemon?

Restarts should only be done on extreme daemon misbehavior, which
is a bug that should be fixed, or by the real-time threads
over-using their allocated budget and thus killed by rtkit to
maintain overall system usability.

Please explain your use case more thoroughly ..

Morover, the PulseAudio communication protocol, mostly over the
$XDG_RUNTIME_DIR/pulse/native unix socket, requires several
handshake commands before sending audio packets from client to
the server or vice versa. AFAIK there is no state persisting
across daemon reboots.
