1. Your original mail is full of typos. Maybe there's a typo, too? E.g. 
there is no "resample-methode", there is "resample-method".

2. Maybe there is a file, /home/youruser/.config/pulse/daemon.conf, that 
PulseAudio parses first? If it exists, then PulseAudio does not even 
look at /etc/pulse/daemon.conf
