No, in case of HSP pulseaudio is NOT responsible for the exact volume
level. Pulseaudio only sees 16 volume steps, and it depends on the
headset what those steps actually mean. So if you choose the lowest
level and it's too loud, it's a problem with the headset. Or are you
able to get lower volume when you connect the headset to some other
device than your Linux machine?
