It makes perfect sense. If I temporarily boosted a certain stream volume 
because the recording is too quiet, I want the sound to be clipped in 
software if it suddenly becomes loud again, instead of pulseaudio 
reproducing the now-too-loud sound.

I.e. it is a perfect workaround for https://bugs.freedesktop.org/
show_bug.cgi?id=46466
