Temporary directory created by root although not in system wide mode

Dear PulseAudio folks,


with Debian Sid/unstable I also see a temporary directory
`/tmp/pulse-XXXXXXXXXXXX` from `root`.

The init script explicitly does not load PA since system mode is
disabled. Do you have an idea, how PA is started during start up?

There are also PA directories owned by `Debian-gdm`. But this is
understandable since GDM does play some sounds.
