PA recommends UIs allow volumes to be overdriven to +11dB which is 153%. That said, I wouldn't personally recommend that the volume keys on a laptop allow volumes to go up that high... I'd say they should be stuck to PA_VOLUME_NORM aka 100% Which version of gnome is this?
