The reason for that was to prevent churn on e.g. song changes where streams may disappear for a moment before being replaced (this might not be likely in a practical situation where the same stream is reused, but the reasoning is sound I think). I also agree fully on the general need to make things more "unique" but IMO that will require a less "kludgy" solution of using virtual sinks to apply said filters.
