Why would you need a 1ms latency setting? You are using USB which
packetizes samples, such a low-latency if difficult is not impossible
to reach. Try with 5ms or more.
Also your input and output don't seem to have the same frequency and
word depth, you really want to remove any kind of
resampling/reformatting for an echo functionality.
