Pulseaudio server for playing 32-bit chroot sounds on 64-bit host machine

It has been done. Added to the section "I want to do this specific 
thing", which seems the closest to "miscellaneous stuff" that I could 
find. Hope its sufficient in quality and doesn't violate any wiki 
regulations.
