You'll need to add an account and place a call to another party using the commands listed on https://trac.pjsip.org/repos/wiki/PJSUA-CLI I doubt it that your PJSIP build comes with video enabled so you'll probably need to add a video codec according to your project's requirements and recompile it. There's plenty of information regarding this on the mailing list and on the web.
