about when camer plugin

Dear all ,
    in windows platform, when i try to make a call, then i found my web camer doens't plugin, so i will plugin my webcamer, but 

pjsip can't used my new plugin webcamer,  because when pjsip started it will no envets to detect those media hardware change. 

is there any way to detect media hardware change , such as camer plugin or unplugin.
