Why PJSIP start new connection with register timeout?

Hi all,
    when use tcp in pjsip , why pjsip use new connection to reRegister ?   is this kind of action waste of time , as we all know the tcp start a  new  connect need three times shake .

 why did pjsip just ued the old connection while break the old connection and start one new connection ?
