android pjsip send large udp packet errCode 120001

Hi All?
            here is a problem on Android Platform.
            when I sent  invite packet  that size is 1900 byte,  occur the flowing error:
             tsx0x637bd06c ...Failed to send Request msg INVITE/cseq=3811 (tdta0x639ac008)! err=120001 (Operation not permitted)

            in  sip_config.h   have this line #define PJSIP_UDP_SIZE_THRESHOLD 3000
