[PJSIP] - Bad RTP pt 19( expecting 0)

Hi,

When pjmedia_stream_create(), it will create 2 channel, one for encoding,
and one for decoding. They need tx_pt and rx_pt respectively. These tx_pt
and rx_pt are deduced from SDP.
In your case, rtp packet header tells payload is 19, but previously, you
tell in SDP that your codec use 0 as payload type
