PJMEDIA RFC 2833 "audio/tone" payload detection

Hi Sandeep 

I had no problems with dtmf detection using spandsp. CPU utilization was a little higher (can't remember by how however). I could turn detection on or off as required but in some situations I needed detection throughout the entire call so I ended up using rfc2833 event since the carrier supported it.
