Payload type of AMR-NB codec

There is no rule for this you can choose whatever number for this and that is fine.
as for pjsip maybe the #defines got restructured and thus the values changed.

but then again any sip implementation when it gets an SDP offers with dynamic codec must accept the value and use it.
they cannot be hardcoded or assumed to be  any particular value.
