From: sip:alice@domain;tag=12345

is perfectly valid too. <> is only needed if there is a display name, or 
URI parameter, e.g:

From: Lovely Alice <sip:alice@domain>;tag=12345
From: <sip:alice@domain;foo=bar>;tag=12345
