Generic Application for Symbian Platform - How to reduce the cost

as per my findings i could install and run same sis file on all three including s60v5 only thing that was needed was different version of APSserver for atleast FP1 and 2 i couldnt test for MR but i thuink same  should work there as well. So it means u can creat only one sis file for all versions starting from MR to s60v5.
Only APS server needs to be tested so currently i am running same app and aps server on FP1 FP2 and v5 its working.

Can we build the sis file more generic like a single sis serving all the S60
5th Edition and S60 3rd Edition phones.
