noise in G729 codec

Hi,

Actually this G.729 noise issue has been reported by some users that
it occurs in few devices (unfortunately, not occurring in our test
devices). And it seems that the problem persists even after applying
#735 (e.g: using 1.1 or later, or using SVN trunk after 1.1).

Honestly, we are not really sure what's going on. So for now, I'll ask
you a favor to test the attached patch, it contains few updates on
G.729 SID/DTX frame handling adopted from pjmedia VAS implementation.
