Allow header missing in REGISTER

Hi (again) :)

Doing some SIP debug a friend told me REGISTER requests generated by
PJSIP (python bindings) do not contain the "Allow" field... it would
be nice if we where able to configure this field, so requests not
allowed are answered with "Method not implemented".

Example:

REGISTER sip:ast16.saghul.lan SIP/2.0
Via: SIP/2.0/UDP
192.168.1.22:5080;rport;branch=z9hG4bKPjCgFgSY8tO6.g9-gat77f1ROekweUiR.f
Max-Forwards: 70
From: <sip:phone@xxxxxxxxxxxxxxxx>;tag=ZCaYTvko7OUXAqRXkMWLeGUmHSZ3CGsy
