Two INVITE problem and ethereal shows PC receive INVITE packages while PJSIP doesnt receive the packages at all

Thanks Darilion,
    But i can`t access the NGN server. And just now i found at home, there
is no problem with both caller and callee, but in my company`s network
environment, there indeed exists the first problem! Maybe the problem relays
on the network environment?
    I check the two INVITE packages, they are the same except for the two
head fields:  via and Record-Route
