Ability to create tickets on Trac

Hi,


I'm unable to create ticket (e.g. submit found issue) in Trac [1]. I can
browse existing tickets, but there is no "Submit new ticket" button.

Is it intended operation and it's required to have special permission
to create a new ticket or it's caused by some problem with Trac?
