speex codec

Hi,

In pjsua app, Speex bitrate can be set using param --quality=N,
quality-bitrate mapping can be found here:
http://speex.org/docs/manual/speex-manual/node10.html#cap:quality_vs_bps

If you are developing your own app using pjsua-lib, you can set the
media quality via pjsua media config
(http://www.pjsip.org/pjsip/docs/html/structpjsua__media__config.htm#4cada00a781ce06cd536c4e56a522065).
Please note that the media quality setting may affect other media
components (not just codec quality), e.g: resampling quality, you can
avoid this by just setting the Speex codec quality via API
pjmedia_codec_speex_set_param().

AFAIK, Speex codec uses CBR by default.
