I need to know if there is a voice activity in the conference or not.

What is your suggestion who can I implement VAD or from where can I get such implementation in a conference level

It's not exactly an event, but I think you can use pjmedia_conf_get_signal_level() or pjsua_conf_get_signal_level()?

Yes in very old pjsip version (I forgot exactly which version), but no in recent version.
