registration problem using Public IP on Symbian

This could be cause by either (bug) authentication, or the 
pjsua_acc_config.auto_update_nat setting, which was new in 0.8.0 to 
make pjsua-lib works behind symmetric NATs.

Could you make Wireshark capture of the packets?

Did you see anything peculiar in the log (on the PC side)? Perhaps 
could you make Wireshark capture of both the SIP and RTP traffic?
