I may have the original at home, but have you looked here: http://www- ccrma.stanford.edu/~jos/resample/Available_Software.html which has libresample-0.1.3.tgz that claims to be based on resample-1.7 but works on more platorms. Many distros have resample-1.7, e.g. http://download.opensuse.org/ distribution/SL-OSS-factory/inst-source/suse/src/ and https://launchpad.net/ubuntu/dapper/+source/resample (better, providing a tar.gz + diffs) if that's the same one.
