Somnething like this?
//remove all non-digits
$home = preg_replace('/[^\d]/', '', $_POST['home_phone']);
//if it's 10 digits
if(preg_match('/\d{10}/')) {
  $home = preg_replace('/(\d{3})(\d{3})(\d{4})/', '\1-\2-\3', $home);
}
