The question is really one for the PHPTriad folks, but Apache/PHP/MySQL run just fine on Win98.  Either that or my virtual reality is complete.

FWIW, I use the FoxServ package ( http://www.foxserv.net/portal.php ) which installed and runs without hassles of any kind.
