Unless you have the original installation of PHP (c:\php\) it's going to be very difficult to know. The use of '<?' and '<?php' may give some clues, as well as looking at each function call and comparing against the PHP documentation to see how the defaults have changed. Personally, I would assume PHP v4, test the application under php v5 and recode where necessary.
